I think they go back and forth between picking and handing over the bag. Picking is good, because you can say what you want but handing over the bag means more candy! ;-)

I think John would carefully pick through the hearts and give Rodney a bag of the ones that say it best (and deny to his dying breath it if asked about it), but Rodney would commandeer the chemistry department and the mess to make his own because nothing lives up to his exacting standards and "be mine" is moot when you've already reached the stage of giving candy hearts.

Rodney suspects there might be citrus in the yellow and orange ones so he won't touch them or let John have any. John gets the chemists to analyze them but Rodney isn't reassured. John scratches KISS ME BE MINE on a chocolate bar instead.
